For both MPOs, the Draft Destination 2055 Projects and Programs lists – a major output of the Preferred Scenario phase – were released for public feedback. Based on fiscal analysis conducted over the summer, draft project lists and their associated maps identifying the programming of the region’s future transportation investments were produced. They are categorized into “decade horizons” – mode based lists of projects to accomplish in the next 10, 20, 30 years, and beyond.
- Triangle West TPO released Draft project maps and lists in August of 2025 and concluded public engagement in early October. This was followed by adoption by their Board, also in October.
- CAMPO‘s maps and lists are detailed below, with public engagement ending in November of 2025. This was followed by adoption by their Executive Board, also in November.
CAMPO’s Draft Projects and Programs
The CAMPO area consists of the eastern part of the Triangle region. Projects are listed by mode: roadways, transit, and bicycle/pedestrian. They are separated further into 10-year (“horizon”) programs of projects – 2026-2035, 2036-2045, 2046 – 2055, and beyond (this element is known as the Comprehensive Transportation Plan).
Overview of Draft Projects & Programming
The core of the plan is the set of transportation investments that include:
- New and expanded roads where needed, and re-designed roads for safer, better multimodal travel;
- Local and regional transit facilities and services, including rapid bus and rail lines;
- Aviation and long-distance passenger and freight rail services;
- Bicycle and pedestrian facilities, both independent projects and in concert with road projects;
- Transportation Demand Management: marketing and outreach efforts that increase the use of alternatives to peak period solo driving;
- Technology-based transportation services: the use of advanced technology to make transit and road investments more effective—including the advent of autonomous and connected vehicles.
Background on the Fiscal Analysis
While revenues for transportation across our region continue to decrease, needs continue to grow. For Destination 2055, the CAMPO Exec. Board directed staff to assume additional resources, such as a future 1/2 cent increase in the sales tax, in the revenue forecasts. These additional resources are assumed to be generated in the latter two decades of the MTP (2036-2055). This is to provide the time necessary to implement measures to increase revenues, such as a sales tax increase. This draft also assumes that these additional resources would be directed specifically to public transportation, bicycle, pedestrian, and other non-roadway investments.

Roadway Projects & Programs
The Draft 2055 roadway investments and their related programming – broken into 10-year buckets, or “horizons” – are shown on the PDF map below. The Draft Roadway Program of Projects is the full list of roadway projects shown on the maps. Projects listed beyond the year 2055 make up the region’s “Comprehensive Transportation Plan” or CTP.
Major Roadway Investments include:
- Completion of NC 540
- Widening or improving I-40, I-440, US 401, US 1, US 64, US 70, NC 36, NC 39, NC 42, NC 50, NC 55, NC 98, NC 210
- More secondary roadway improvements between 2026-2055 based on additional revenue assumptions. These are often referred to as major local roads, not interstate or statewide roads.
Transit Projects & Programs
The vision for the Triangle region includes the continued expansion of transit. For the CAMPO area, the eastern part of the region, investments proposed for years 2026-2035 are detailed in the updated Wake Transit Plan – info at WakeTransit.org.
Major Transit Investments Include:
- Regional Rail in Wake County
- Regional Rail extensions into Durham and Johnston Counties
- BRT Infrastructure and Service in:
- Capital, New Bern, Wilmington, and Western/Chatham/NC 54 corridors
- Harrison/Kildare Farm Rd. corridor
- Midtown/North Hills
- I-40/I-885 corridors
- Western Wake Co. corridor
- Increased investment in the frequent bus network
Bicycle & Pedestrian Projects & Programs
Bicycle and pedestrian projects are generally built at the local level, by counties, cities, towns, OR they are built in conjunction with a roadway projects. Illustrating and listing that each improvement is not feasible on a regional level. So, for the bicycle and pedestrian element of the 2055 MTP, the plan prescribes how the region’s overall bicycle and pedestrian network will look by 2055, and identifies projects that have a “regional or statewide significance” – they may extend beyond local boundaries or serve a greater number of users. Currently built examples are the Neuse River Trail and American Tobacco Trail. The routes that make up the network are both on and off-road.
